De Silva Island Homeowners Association located in Mill Valley, California, is an upscale community sitting on a bluff overlooking the immensely breathtaking Richardson Bay and San Francisco beyond. Because of the breathtaking beauty and surrounding serenity De Silva sees its fair share of transients on native pathways. 
On October 20, 2011, Kelly Moss, CCAM, Property Supervisor for Eugene Burger Management Corporation (EBMC), began receiving emails and text messages from concerned owners and residents asking that EBMC roust a transient from a bench located on the public pathway near the entrance to De Silva Island Homeowners Association. Before Kelly could get a message to Shelby de Leon, EBMC's maintenance person, he was already in route to the location.
Shelby found a person lying on a bench. He tried several times to communicate with the person and received no response. Seeing no response he then lightly shook the person. Again after seeing no signs that the person either heard or felt his movement he contacted 911.
The ambulance soon arrived and the emergency management technician (EMT) unraveled the tightly wound sleeping bag and other material from around the person's head and body. Come to find out, it was a woman. The EMT's were unsuccessful in bringing her around, but they had located a pulse. The woman was then put onto the stretcher and taken to a nearby hospital. Unfortunately, all of her personal belongings needed to be left behind as there was not sufficient room in the ambulance to accommodate them. Shelby then took it upon himself to gather up the woman's earthly possessions not knowing if the woman would ever return for them.
On the following Monday, October 24, 2011, Kelly received a telephone call from Michael Blasi - Marin County Deputy Sheriff Patrol Division saying that the woman had suffered a severe hemiplegic migraine and had lost consciousness as a result. Deputy Blasi then commended Shelby on his quick action of getting the EMTs to the woman's aid. His action resulted in saving her life. He also expressed the woman's gratitude that Shelby kept her belongings safe. The story has a good ending...the woman soon recovered, collected her possessions from Shelby and is headed north to be with family.
Shelby joined EBMC in September 2006 and has served a number of EBMC managed properties. He joined EBMC's management team at De Silva in September 2010. EBMC has managed De Silva Island Homeowners Association since April 2010.
Today, Shelby proved to be a good samaritan with a heart of gold. Shelby, we are very proud to have you on our team.
